Health Insurance Company Profits Percentage

What is the logic in that a healthcare insurance reform?
Insurance company profits, although healthy, are only a tiny percentage of the total cost health care (hospitals, physicians, research, pharmaceuticals, etc.) Is it not absurd to the point with a disproportionate emphasis on Insurance premiums to miss? If you every penny of profit from insurance companies could strip, as this will go to the actual cost of care? (Doctors, Hospitals, etc.)
Because it did not work for the voters called it health care reform. So they threw in the word "insurance" hopefully a little more palatable. Obama plans to vote on all the assurances from the store anyway, with mandates and requirements.
